The Ministry of Sports and Recreation and the GFA have announced key football reforms following Carlos Queiroz's resignation, mandating that the next Black Stars coach must reside in Ghana while setting an October 9 deadline for a search committee to present candidates.
The next Black Stars head coach will be required to reside in Ghana and regularly monitor the domestic league.
This is one of seven measures agreed upon between the Ministry of Sports and Recreation and the Ghana Football Association (GFA) during a meeting on Friday, October 2, to discuss the performance and management of the national teams.
The meeting follows the resignation of Carlos Queiroz as Black Stars head coach after Ghana's poor start to the 2027 Africa Cup of Nations qualifying campaign.
In a statement issued after the meeting, the Ministry acknowledged growing concerns over the declining performances of the national teams, stating:
"The Ministry appreciates the public's enduring support for Ghanaian football and recognizes the expectation for decisive action, improved performance, and greater accountability."
As part of the reforms, the Ministry and the GFA agreed to establish a five-member Technical Search Committee to identify and recommend a new Black Stars coach, with a mandate to submit its report by Friday, October 9. The two bodies also agreed to strengthen monitoring and scouting within the domestic leagues to expand the talent pool for the senior national team.
Additional restructuring measures include appointing a technical head to coordinate the development pathway across the Under-15, Under-17, and Under-20 teams, with each side supported by a dedicated technical team. Furthermore, Under-18 and Under-19 competitions will be placed on hold upon completion of ongoing tournaments.
To support grassroots development, the GFA Technical Directorate will collaborate with the National Schools and Grassroots Sports program alongside football academies to strengthen league structures. The meeting further resolved to establish a Public Interest Committee to oversee the implementation of these reforms, relocate the national technical hub to the Ghanaman Soccer Centre of Excellence in Prampram, and reduce the membership of each national team management committee from five to three.
Finally, the Ministry and the GFA will sign a FIFA-standard cooperation agreement to formalize their respective roles and responsibilities.
